The in-game text is "Removes a random modifier and augments a Rare item with a new random modifier". It only works on rare items, and the modifier it removes is random, so it can take a good affix as easily as the bad one you were aiming at.
How players use it
Omens steer it. Omen of Sinistral Erasure makes it remove a prefix only, Omen of Dextral Erasure a suffix only, and Omen of Whittling the lowest-level modifier. Fracturing the affix you want to keep first protects it from the reroll.

How is the currency delivered?

Is buying currency against Path of Exile 2's rules?
Yes. Grinding Gear Games' Terms of Use only allow trading items with other players for personal, non-commercial purposes, and GGG's trading policy says buying and selling items for real money isn't allowed. GGG can cancel an account, including its items, without notice. We hand currency over through the ordinary trade window, but the risk sits with the account holder.
